Procurement training seminar in Grand-Bassam

The Ministry of State, Ministry of Agriculture and Rural Development (MEMINADER), initiated a seminar to build the capacities of market players from the Support Program for the Development of Agricultural Sectors (PADFA) and the Procurement Unit Markets of the said ministry September 27 to 30, 2022 at Golden Hôtel de Grand – Bassam.

The theme chosen was «Procedures for the award and regulation of public contracts prescribed by the Public Contracts Code».
The opening of these sessions was marked by three speeches.
Ms. TOURE Carine, Senior Officer of the Regional Supply Office for West and Central Africa, IFAD, after extending the traditional welcome, noted the importance of training for PADFA market players.

During his speech, Mr. BROU Yao Paul, Director of Training, Communication and Quality, on behalf of the Director General of Public Procurement, Mr. YOUL Sansan François, congratulated the Public Procurement Unit (CPMP ) of the MEMINADER for the organization of this training. He recalled the issues of public procurement and urged participants to appropriate the Procurement Code which is a guarantee of good governance.

Mr. KOUASSI Kouamé Bernard, Technical Advisor, representing the Director of Cabinet of the Minister of State, Minister of Agriculture and Rural Development, meanwhile, thanked the General Directorate of Public Procurement (DGMP) and the National Authority of
Regulation of Public Procurement (ANRMP) for their support in building the capacities of the PADFA Coordination Unit and the staff of the CPMP of the said ministry. Then he declared open the capacity building seminar for PADFA procurement actors.

Nine (9) training modules punctuated with practical cases were given to the thirty-eight (38) participants over four (04) days.
The modules relating to "Innovations induced by the implementing decrees of the Public Procurement Code" and "Execution and payment of public procurement" were handled by Mr. BROU Yao Paul.

Ms ADJELI-YAO épse MELEDJE, Assistant Director of Training and Documentation, presented the "Modes and procedures for awarding public contracts" and the "Roles and responsibilities of the OCOGs at the stages of the contract award process".

The intervention of Mr. ASSANDE Bernard, Deputy Director of Planning and Approval focused on the "Planning of public procurement operations", the "Preparation of the call for tender file", the "Selection of consultants" and on the
« Documents constituting a public contract and documents for the instruction of a file for the approval of a public contract project ».

Finally, Doctor BILE Vincent, Deputy Secretary General at the National Authority for the Regulation of Public Procurement (ANRMP) closed the series of presentations with the « Management of public procurement litigation ».

At the end of the training, the PADFA Coordination Unit left satisfied to have received the necessary tools for better award and execution of public procurement operations.
