The regions of Gbêkê, of Hambol, of Tchologo, of Poro and some Bagoué represent 22% of the surface of the national territory with about 13% of the total Ivorian population. These areas, which offer good potential for cultivable, irrigable and rainfed land, are unfortunately characterized by a strong deterioration of production and marketing infrastructure and a greater incidence of poverty. This situation has worsened with the long socio-political and economic crisis that has rocked Côte d'Ivoire, thus jeopardizing food security in these areas.
It is to address these problems that the IFAD and theOFID concluded with the Ivorian government the Support Program for the Development of Agricultural Sectors (PADFA), an ambitious seven-year program to sustainably improve the food security and incomes of rural households.
This program is part of the national agricultural policy as outlined by the 2nd generation National Agricultural Investment Program (NAIP 2).

Under the supervision of the Ministry of State, Ministry of Agriculture and Rural Development (MÉMINADER), Project Owner, orientation of an Orientation and Steering Committee (COP) and monitoring of the Support and Technical Monitoring (CAST), PADFA is executed by a Program Coordination Unit (UCP) based in Korhogo, with an Operational Unit in Bouaké.
