{"id":2278,"date":"2025-10-03T12:08:36","date_gmt":"2025-10-03T12:08:36","guid":{"rendered":"https:\/\/padfaci.org\/?p=2278"},"modified":"2025-10-24T12:19:59","modified_gmt":"2025-10-24T12:19:59","slug":"le-padfa-et-loia-riz-renforcent-la-structuration-de-la-filiere-riz-a-travers-les-cadres-de-concertation-regionaux","status":"publish","type":"post","link":"https:\/\/padfaci.org\/en\/le-padfa-et-loia-riz-renforcent-la-structuration-de-la-filiere-riz-a-travers-les-cadres-de-concertation-regionaux\/","title":{"rendered":"LE PADFA ET L\u2019OIA-RIZ RENFORCENT LA STRUCTURATION DE LA FILI\u00c8RE RIZ \u00c0 TRAVERS LES CADRES DE CONCERTATION R\u00c9GIONAUX"},"content":{"rendered":"<p><a href=\"https:\/\/www.facebook.com\/hashtag\/korhogo?__eep__=6&amp;__cft__[0]=AZUDLqQYLpq6NAefy0IMoZljTE2vmolkxiOF3aPMTVLAZ5n-Xh1Q-ALswPLN-fDfBeOIDK5KMz-O5IyxqOljXBVhjwpEP5-3FlaGTpgmYmbuCFDVu42IUCeTKvt_QrH6ngsgW6vY3iR0ZHf0pS5Ai-IcwWy7YoFKl3DSfj2M3Qq8_FsmGjU0daZvsUb7oCuAjts&amp;__tn__=*NK-R\">#Korhogo<\/a>, le 16 septembre 2025 \u2013 <a href=\"https:\/\/www.facebook.com\/hashtag\/bouak%C3%A9?__eep__=6&amp;__cft__[0]=AZUDLqQYLpq6NAefy0IMoZljTE2vmolkxiOF3aPMTVLAZ5n-Xh1Q-ALswPLN-fDfBeOIDK5KMz-O5IyxqOljXBVhjwpEP5-3FlaGTpgmYmbuCFDVu42IUCeTKvt_QrH6ngsgW6vY3iR0ZHf0pS5Ai-IcwWy7YoFKl3DSfj2M3Qq8_FsmGjU0daZvsUb7oCuAjts&amp;__tn__=*NK-R\">#Bouak\u00e9<\/a>, le 18 septembre 2025<\/p>\n\n\n\n<p>La fili\u00e8re riz ivoirienne franchit une nouvelle \u00e9tape dans sa structuration gr\u00e2ce \u00e0 la tenue de la quatri\u00e8me r\u00e9union des cadres de concertation r\u00e9gionaux, organis\u00e9s par le Programme d\u2019appui au d\u00e9veloppement des fili\u00e8res agricoles (<a href=\"https:\/\/www.facebook.com\/hashtag\/padfa?__eep__=6&amp;__cft__[0]=AZUDLqQYLpq6NAefy0IMoZljTE2vmolkxiOF3aPMTVLAZ5n-Xh1Q-ALswPLN-fDfBeOIDK5KMz-O5IyxqOljXBVhjwpEP5-3FlaGTpgmYmbuCFDVu42IUCeTKvt_QrH6ngsgW6vY3iR0ZHf0pS5Ai-IcwWy7YoFKl3DSfj2M3Qq8_FsmGjU0daZvsUb7oCuAjts&amp;__tn__=*NK-R\">#PADFA<\/a>) et l\u2019Organisation interprofessionnelle agricole du riz (OIA-RIZ).<\/p>\n\n\n\n<p>Ces rencontres, organis\u00e9es les 16 et 18 septembre \u00e0 Korhogo et Bouak\u00e9, ont r\u00e9uni les acteurs cl\u00e9s de la fili\u00e8re \u2013 producteurs, transformateurs, commer\u00e7ants et responsables de coop\u00e9ratives \u2013 afin de renforcer le dialogue interprofessionnel et consolider les partenariats commerciaux dans les zones de production strat\u00e9giques du nord et du centre du pays.<\/p>\n\n\n\n<p>Un programme pour booster la comp\u00e9titivit\u00e9 des fili\u00e8res agricoles<\/p>\n\n\n\n<p>Mis en \u0153uvre dans cinq r\u00e9gions (Bagou\u00e9, Hambol, Gb\u00eak\u00ea, Poro et Tchologo), le PADFA appuie trois fili\u00e8res porteuses : le riz, les produits mara\u00eechers et la mangue.<\/p>\n\n\n\n<p>Son ambition est double : am\u00e9liorer la s\u00e9curit\u00e9 alimentaire et nutritionnelle tout en augmentant les revenus des exploitations agricoles, notamment ceux des femmes et des jeunes.<\/p>\n\n\n\n<p>\u00ab La structuration des organisations paysannes et le dialogue entre les acteurs sont au c\u0153ur de notre approche. Le PADFA ne se contente pas de soutenir la production, nous travaillons aussi \u00e0 l\u2019organisation durable des fili\u00e8res, en amont et en aval, pour cr\u00e9er une v\u00e9ritable valeur ajout\u00e9e \u00bb, explique Sylla Mahmoud, Responsable Genre et Structuration des Organisations Professionnelles Agricoles au PADFA.<\/p>\n\n\n\n<p>Concr\u00e8tement, le programme investit dans des infrastructures structurantes comme des mini-rizeries, des centres de conditionnement et de s\u00e9chage de mangues, ou encore des centres de groupage pour les produits mara\u00eechers. Ces \u00e9quipements visent \u00e0 professionnaliser la transformation et la commercialisation, et \u00e0 faire \u00e9merger des mod\u00e8les \u00e9conomiques viables.<\/p>\n\n\n\n<p><strong>Deux cadres r\u00e9gionaux pour rapprocher les acteurs<\/strong><\/p>\n\n\n\n<p>Depuis 2022, le PADFA et l\u2019OIA-RIZ ont mis en place deux cadres r\u00e9gionaux de concertation :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019un pour le district des Savanes (Bagou\u00e9, Poro, Tchologo),<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019autre pour le district de la Vall\u00e9e du Bandama (Gb\u00eak\u00ea, Hambol).<\/li>\n<\/ul>\n\n\n\n<p>Ces espaces servent de plateformes d\u2019\u00e9changes et de n\u00e9gociation, mais aussi de m\u00e9canismes de planification et de plaidoyer. Ils favorisent la mise en relation entre Organisations de Producteurs Agricoles (OPA) et agr\u00e9gateurs, permettant aux riziculteurs de trouver des d\u00e9bouch\u00e9s fiables pour leur production.<\/p>\n\n\n\n<p>\u00ab Ces cadres de concertation ont permis d\u2019instaurer un climat de confiance entre les acteurs. Les producteurs peuvent d\u00e9sormais vendre leur riz \u00e0 de meilleurs prix et acc\u00e9der \u00e0 des informations sur les normes de qualit\u00e9 et les march\u00e9s.<\/p>\n\n\n\n<p>L\u2019enjeu est maintenant de rendre ces rencontres autonomes et p\u00e9rennes, m\u00eame apr\u00e8s la fin de l\u2019appui du PADFA \u00bb, souligne Sylla Mahmoud, Responsable Genre et Structuration des Organisations Professionnelles Agricoles au PADFA.<\/p>\n\n\n\n<p><strong>Le transfert de la gestion aux acteurs locaux<\/strong><\/p>\n\n\n\n<p>Cette quatri\u00e8me r\u00e9union s\u2019inscrit dans la strat\u00e9gie de sortie progressive du PADFA. L\u2019objectif est de transf\u00e9rer la responsabilit\u00e9 de l\u2019organisation de ces rencontres aux acteurs eux-m\u00eames, afin de garantir la continuit\u00e9 du dialogue au-del\u00e0 du programme.<\/p>\n\n\n\n<p>Pour cela, les discussions ont port\u00e9 sur des alternatives pour assurer la tenue r\u00e9guli\u00e8re des \u00e9changes, y compris par des moyens num\u00e9riques pour limiter les co\u00fbts et maintenir la dynamique.<\/p>\n\n\n\n<p>\u00ab Nous devons trouver des solutions locales pour poursuivre nos \u00e9changes. Gr\u00e2ce \u00e0 ces rencontres, nous avons renforc\u00e9 nos liens, identifi\u00e9 nos besoins communs et trouv\u00e9 des solutions ensemble. Il serait dommage de perdre cet acquis \u00bb,<\/p>\n\n\n\n<p>t\u00e9moigne Y\u00e9o Souleymane, Pr\u00e9sident du Cadre de concertation du Poro.<\/p>\n\n\n\n<p><strong>Un r\u00f4le central pour l\u2019OIA-RIZ<\/strong><\/p>\n\n\n\n<p>Pour l\u2019OIA-RIZ, ces cadres de concertation repr\u00e9sentent une \u00e9tape cl\u00e9 dans la structuration de la fili\u00e8re riz au niveau national.<\/p>\n\n\n\n<p>Ils permettent de coordonner les actions des diff\u00e9rents maillons de la cha\u00eene, de promouvoir la diffusion des normes de qualit\u00e9, et de faciliter la certification et la labellisation des produits.<\/p>\n\n\n\n<p>\u00ab Notre mission est de d\u00e9fendre les int\u00e9r\u00eats de la fili\u00e8re riz et de la rendre plus comp\u00e9titive, aussi bien sur le march\u00e9 national qu\u2019international.<\/p>\n\n\n\n<p>Ces cadres de concertation sont un outil essentiel pour la gouvernance participative et la transparence dans la fili\u00e8re \u00bb, affirme Dr Yeo Lacina Sionfolo, Directeur Ex\u00e9cutif de l\u2019OIA-RIZ.<\/p>\n\n\n\n<p><strong>Bilan 2024 et perspectives 2025<\/strong><\/p>\n\n\n\n<p>Au cours des deux rencontres, les participants ont :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pr\u00e9sent\u00e9 le bilan de la production 2024 de riz paddy,<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00c9valu\u00e9 les partenariats commerciaux entre OPA et agr\u00e9gateurs,<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Et d\u00e9fini les appuis n\u00e9cessaires pour la campagne 2025.<\/li>\n<\/ul>\n\n\n\n<p>L\u2019une des d\u00e9cisions fortes prises concerne la proposition en place de m\u00e9canisme de suivi, permettant de continuer les \u00e9changes entre les membres du cadre.<\/p>\n\n\n\n<p><strong>Une dynamique \u00e0 p\u00e9renniser<\/strong><\/p>\n\n\n\n<p>En cl\u00f4turant les travaux, les organisateurs ont insist\u00e9 sur la n\u00e9cessit\u00e9 pour les acteurs de s\u2019approprier pleinement ces initiatives. L\u2019avenir de la fili\u00e8re riz repose d\u00e9sormais sur la capacit\u00e9 des producteurs, transformateurs et commer\u00e7ants \u00e0 maintenir un dialogue constructif et \u00e0 b\u00e2tir des partenariats solides.<\/p>\n\n\n\n<p>Avec la mont\u00e9e en puissance de ces cadres r\u00e9gionaux, la C\u00f4te d\u2019Ivoire se dote d\u2019un outil strat\u00e9gique pour faire du riz local un moteur de s\u00e9curit\u00e9 alimentaire et de d\u00e9veloppement \u00e9conomique r\u00e9gional.<\/p>\n\n\n<div class=\"pgc-sgb-cb wp-block-pgcsimplygalleryblock-justified\"
